PUWER Inspection Frequency: A Practical Guide

Set the right PUWER inspection frequency, capture findings, close defects and keep every site ready with clear, audit-ready evidence for each inspection.
A missed equipment check rarely begins as a deliberate compliance failure. More often, a site is using the same inspection interval it adopted years ago, the checklist sits in a shared folder, and no one can see whether a defect was actually resolved. Getting PUWER inspection frequency right means setting proportionate controls for the equipment and risk in front of you, then retaining clear evidence that those controls happened.
For facilities, operations and health and safety teams, the objective is not to inspect every item constantly. It is to make sure work equipment remains safe, defects are found before they cause harm, and the inspection record can withstand scrutiny.
There is no single PUWER inspection interval
The Provision and Use of Work Equipment Regulations 1998 (PUWER) do not prescribe one fixed inspection frequency for every type of equipment. Regulation 6 requires inspection where the safety of work equipment depends on installation conditions, after installation and before first use, and after assembly at a new site or location.
It also requires suitable inspections where equipment is exposed to conditions that could cause deterioration and lead to dangerous situations. Those inspections must happen at suitable intervals and whenever exceptional circumstances may have affected safety, such as damage, a major repair, an incident, prolonged inactivity or severe weather exposure.
That wording matters. A portable electric drill, a powered gate, a pallet lorry and a production machine do not deteriorate in the same way or create the same consequences when they fail. A calendar-only programme may be easy to administer, but it can leave high-risk assets unchecked for too long or create unnecessary work around low-risk equipment.
Your inspection frequency should be based on a documented assessment of the equipment, its environment and how it is used.
Start with the equipment risk, not a generic schedule
A defensible PUWER regime begins with a complete asset register. Each item should have a clear identity, location, owner, condition history and relevant manufacturer information. Without this foundation, inspection schedules become disconnected from the equipment actually in use.

Usage is a major driver: equipment used continuously across shifts will normally need more frequent attention than an equivalent item used occasionally. The operating environment is equally relevant. Moisture, dust, vibration, corrosive materials, outdoor storage and access by multiple users can all accelerate wear or increase the chance of damage.
Consider the potential outcome of failure as well. A worn office paper guillotine needs control, but it does not carry the same risk profile as a vehicle lift, bench grinder or powered access gate. Previous defects, near misses and manufacturer recommendations should also influence the interval.
A sensible risk assessment may result in a layered approach. Operators carry out pre-use checks on equipment where obvious defects can develop between formal inspections. Supervisors complete routine documented checks. A competent person carries out more detailed periodic inspections, with the interval reviewed when use or condition changes.

Separate PUWER inspections from other legal examinations
One of the most common sources of confusion is treating every equipment check as a PUWER inspection, or assuming a statutory thorough examination covers all day-to-day safety checks.
Some equipment is subject to additional, specific regulations. Lifting equipment may require thorough examination under LOLER. Pressure systems may require examination under the Pressure Systems Safety Regulations. Electrical equipment may need inspection and testing arrangements appropriate to its use and condition. These duties can overlap with PUWER, but they are not interchangeable.
A LOLER thorough examination, for example, does not remove the need for operator checks, planned maintenance or wider PUWER controls. Similarly, a maintenance visit does not automatically demonstrate that an inspection was completed against a defined safety standard.
Keep these activities distinct in your compliance plan. Record what was checked, the applicable requirement, the inspection date, the next due date, the person or provider responsible and any restrictions on use. This prevents an asset being marked as compliant simply because someone serviced it.
What a suitable PUWER inspection should prove
An inspection must be carried out by a competent person. Competence depends on the equipment and inspection scope. It may mean an experienced, trained member of staff for routine checks, or an external specialist for complex machinery and technical systems.
The inspection should test the conditions that could make the equipment unsafe. That normally includes guarding, emergency stops, controls, isolation arrangements, signs of damage, stability, warning labels and safe access. The precise content should reflect the asset and its risk assessment, rather than a generic form copied across every equipment type.
The record should make the result usable. A tick-box form without an asset ID, inspection date, finding, photographic evidence or clear action owner creates little control. If a defect is identified, the record needs to show whether the equipment was removed from service, what interim controls were put in place, who is accountable for repair and when the item was verified as safe to return.
This is where inspection frequency becomes operational rather than theoretical. A monthly task that produces unresolved defects is not a functioning control. The outcome matters as much as the completed form.
Set PUWER inspection frequency across multiple sites
Multi-site organisations often face two opposite problems. Either every location follows its own informal approach, or head office imposes one blanket interval regardless of local conditions. Neither gives leaders a reliable view of risk.
Build a central standard that defines the inspection logic, minimum evidence and escalation rules. Then allow site-level schedules to reflect local risk. A powered door at a busy distribution entrance may need a different regime from the same model at a lightly used office site. The principle remains consistent, while the timing is proportionate.
A connected compliance system makes this manageable. QR codes can identify the asset at the point of use, present the correct mobile inspection form and preserve the result against the equipment record. Automated schedules can issue tasks before they are due, while overdue checks and open defects appear in a central view rather than disappearing into local spreadsheets.

Review the frequency when conditions change
An inspection interval is not permanent. Review it after repeat defects, a near miss, an incident, changes in operating hours, relocation, modification, manufacturer updates or a change in who uses the equipment. A rising defect rate may indicate that checks are too far apart, maintenance is inadequate or the equipment is nearing replacement.
The reverse can also be true. If an asset has a stable condition history, low use and effective controls, a risk assessment may support a less intensive formal inspection programme. Do not reduce frequency simply to clear a backlog. Change it because the evidence supports a different level of control.
Regular management review is essential. Look beyond completion percentages and ask which checks are late, which sites generate repeated findings, which defects remain open and whether equipment is being taken out of service when required. These are the indicators that show whether the programme is protecting people in practice.
Turn inspection records into proof of control
The strongest PUWER arrangements make the safe route the easy route. Staff know what to check, tasks arrive when due, defective equipment is clearly controlled, and managers can see exceptions early. Evidence is created as work happens, not assembled under pressure after an incident or audit.
Set a frequency that reflects real risk, give competent people a clear inspection standard, and treat every finding through to verified closure. That is how routine equipment checks become a reliable control for safer sites and a credible record of compliance.
