System-built school premises asbestos risk register
- Version
- v1
- Updated
- 1 October 2026
- Audience
- Primary and secondary schools in England, including maintained schools and academies, excluding independent schools; suitable for those responsible for premises, asbestos management, facilities, maintenance and project work.
- Jurisdiction
- england
Activity assessed
Identification, assessment and management of potential asbestos risks associated with system-built school premises, including confirming construction status, reviewing building information, controlling access and disturbance, planning maintenance or refurbishment, and recording further actions. This register does not itself require removal or physical alteration of asbestos-containing materials.
Assess each hazard and its controls against your site before use. Template ratings require local review.
Hazards and controls
The premises may be a system-built structure, but its construction method or system-building status is unknown or not confirmed, resulting in potential asbestos-containing materials in building fabric or structural elements not being considered.
- Existing controls
- To be assessed locally.
- Proposed controls
- Confirm and record whether the premises were constructed using a system-building method, such as CLASP, using reliable building records and competent professional advice where necessary. If status cannot be confirmed, treat the premises as potentially system-built for planning purposes until suitable evidence is obtained. Review the asbestos management arrangements and relevant building information against the confirmed or potentially applicable construction type. Do not disturb building fabric to establish construction status.
Local assessment and additional controls
Potential asbestos-containing material used for structural column fireproofing may be disturbed, damaged or overlooked during inspection, maintenance, repair, alteration or refurbishment.
- Existing controls
- To be assessed locally.
- Proposed controls
- Identify structural columns and associated fireproofing within the scope of asbestos information and planned work controls. Ensure that relevant asbestos information is available to persons planning or carrying out work. Prevent drilling, cutting, abrasion, fixing, removal or other disturbance unless the material has been appropriately assessed and the work has been planned by competent persons. Where information is insufficient, obtain an appropriate asbestos assessment or survey before intrusive work proceeds. Protect and monitor known or suspected material without requiring removal solely because it is present.
Local assessment and additional controls
Potential asbestos-containing material within panel infill or other system-building components may be disturbed during access, fixing, service installation, maintenance or refurbishment.
- Existing controls
- To be assessed locally.
- Proposed controls
- Include panel infill and other system-building components within the targeted review of building fabric. Before intrusive work, check the available asbestos information and establish whether the proposed work could affect panels, joints, linings, enclosures or associated components. Use non-intrusive alternatives where practicable. Require competent assessment and suitable controls before any work that may disturb suspected or confirmed asbestos-containing material. Record limitations, inaccessible areas and follow-up actions.
Local assessment and additional controls
Routine maintenance, emergency repairs or contractor activities may disturb potential asbestos-containing materials because the system-built nature of the premises or the location of relevant components is not communicated before work starts.
- Existing controls
- To be assessed locally.
- Proposed controls
- Apply a pre-work asbestos information and authorisation check to maintenance, repair, installation and refurbishment activities that could affect the building fabric or structural components. Provide relevant information to contractors and other persons who may disturb the fabric. Require work to stop and the area to be controlled if suspected asbestos-containing material is encountered unexpectedly. Establish a process for obtaining competent advice and revising the asbestos information before work resumes.
Local assessment and additional controls
Incomplete, inaccessible or outdated information about system-building components may lead to potential asbestos-containing materials being omitted from the assessment, work planning or management arrangements.
- Existing controls
- To be assessed locally.
- Proposed controls
- Review available drawings, construction records, previous asbestos information and project records for indications of system-building components. Record known, presumed, inaccessible and unconfirmed areas separately. Link identified locations and materials to the premises asbestos management information where applicable. Set review triggers for building alterations, new information, damage, change of use and planned intrusive work. Do not treat absence of records as evidence that asbestos-containing materials are absent.
Local assessment and additional controls
Potential asbestos-containing materials associated with structural columns, panel infill or other system-building components may become damaged or degraded, increasing the possibility of disturbance or exposure.
- Existing controls
- To be assessed locally.
- Proposed controls
- Include relevant building fabric and structural components in suitable periodic condition checks where they can be inspected without disturbing suspected material. Record damage, deterioration, water ingress, impact or unauthorised alteration and arrange competent assessment where concerns arise. Restrict access or work near damaged suspected material when necessary until competent advice is obtained. Manage, repair, encapsulate or otherwise control material only through a planned approach based on competent assessment; do not assume that removal is required.
