Activity assessed
Assess potential radon exposure in school premises by confirming whether the site is in a radon-affected area, whether any basement in a non-radon area is occupied for more than an average of one hour per week, whether measurements are required or available, what exposure controls are confirmed, and whether mitigation or applicable regulatory action should be considered. Record site-specific findings and do not assume applicability, controls, measurements or actions without evidence.
Assess each hazard and its controls against your site before use. Template ratings require local review.
Hazards and controls
Potential radon exposure may not be assessed where the school's radon-area status or the occupancy of a basement in a non-radon area has not been established.
- Existing controls
- Record any existing process, record or responsible person used to confirm the school's radon-area status and basement occupancy. Record only controls verified for the school; do not assume that a process or control is in place.
- Proposed controls
- Confirm the school's radon-area status using an appropriate current source or record. Identify any basement areas and establish whether each is occupied for more than an average of one hour per week, equivalent to 50 hours per year. Document the applicability decision and the evidence relied upon.
Local assessment and additional controls
Potential exposure may remain unquantified where the school is in a radon-affected area, or where a basement in a non-radon area exceeds the stated occupancy threshold, but measurements have not been completed or cannot be evidenced.
- Existing controls
- Record any completed or planned radon measurement arrangements and supporting evidence available to the school. Do not treat the existence, adequacy or currency of measurements as confirmed unless verified.
- Proposed controls
- Where the applicable trigger is met, arrange radon measurements for the relevant premises and retain the measurement scope, locations, dates, results and supporting records. Where the trigger is not met, record the basis for that conclusion and any uncertainty.
Local assessment and additional controls
Potential exposure may be misunderstood or left unmanaged where radon measurement results are missing, incomplete, not linked to the measured areas, or not reviewed against the applicable trigger.
- Existing controls
- Record any existing arrangements for receiving, storing and reviewing radon measurement results. Record only evidence-based arrangements and identify any missing or unverified results.
- Proposed controls
- Record each available measurement result with its measured area, measurement period, date received and source. Review the results against the applicable measurement trigger or decision basis used by the school, preserving the evidence and recording any limitations or unresolved results.
Local assessment and additional controls
People may be exposed to radon in an occupied basement where the basement's occupancy pattern, use or measurement status has not been established.
- Existing controls
- Record confirmed restrictions, ventilation arrangements, occupancy records or other existing controls relevant to the basement. Do not assume that a basement is unoccupied or that an exposure control is effective without evidence.
- Proposed controls
- Document the basement's use, typical occupancy and relevant occupancy evidence. Where the stated occupancy condition applies, include the basement within the measurement decision and record any temporary or longer-term measures considered to limit exposure.
Local assessment and additional controls
Potential exposure may continue where measurement information indicates that action to limit exposure should be considered but controls, ownership, timescales or verification have not been recorded.
- Existing controls
- Record exposure controls that are demonstrably present, their locations, operating status, responsible owner and available verification evidence. Do not record proposed measures as existing controls.
- Proposed controls
- Using the measurement findings and site-specific circumstances, identify measures that may limit exposure, assign an owner and target date, and define how implementation and effectiveness will be checked. Record the decision and its evidence rather than presuming that mitigation is required or effective.
Local assessment and additional controls
Applicable regulatory action may be missed where the need to limit exposure has been identified but the relevant decision, advice, escalation or action under the Ionising Radiations Regulations 2017 has not been considered or recorded.
- Existing controls
- Record any existing regulatory review, competent advice, escalation route or documented action relevant to the radon findings. Record only actions evidenced for the school and do not assume that regulatory requirements have been met.
- Proposed controls
- Consider whether action is required to limit exposure in accordance with the Ionising Radiations Regulations 2017 where indicated by the assessment. Record the regulatory decision, advice obtained, actions proposed or completed, responsible persons and outstanding uncertainties without presuming applicability or completion.
