How to Manage COSHH Assessments Across Sites

Learn how to manage COSHH assessments across sites, assign actions, control hazardous substances and maintain audit-ready evidence every day on demand.
A cleaner stored in a locked cupboard, a contractor using solvent in a plant room, and dust created during a maintenance task can all create COSHH duties. Knowing how to manage COSHH assessments means making those risks visible, controlled and provable - not filing a form once and hoping the controls are followed.
For multi-site teams, the difficulty is rarely writing one assessment. It is keeping substance records current, applying controls consistently, training the right people and showing, at short notice, what happened at each location. A sound COSHH process turns routine work into evidence.
Start with a live substance inventory
You cannot assess substances you do not know are present. Build a central inventory of every hazardous substance used, stored, produced or generated by work activities. This includes cleaning chemicals, paints, fuels, adhesives, disinfectants and maintenance products, but also fumes, vapours, dusts, mists and biological agents where they arise from the work.
Record the product name, supplier, safety data sheet, classification, storage location, quantities, intended users and the site or area where it is used. Assign an owner for each entry. The owner should be responsible for confirming that the product, safety data sheet and controls remain current.
A safety data sheet is an input to the assessment, not the assessment itself. It tells you about the product's hazards and recommended precautions. Your COSHH assessment must consider the actual task: who uses the substance, how often, in what quantity, in which environment and alongside which other activities.

A product may be approved centrally but used differently in a school kitchen, warehouse, clinic or workshop. Keep the product information consistent, then assess the local exposure and controls where necessary. This avoids duplicate administration without assuming every site has the same risk.
How to manage COSHH assessments by task and exposure
A useful assessment describes the work as it is really done. “Use of degreaser” is too broad if one person wipes down a surface once a week while another sprays it in an enclosed maintenance area every shift. Break assessments into meaningful activities and identify the people who may be exposed, including cleaners, contractors, visitors and staff working nearby.
Consider the route of exposure: inhalation, skin contact, ingestion, injection or eye contact. Then judge the level of exposure based on frequency, duration, quantity, concentration, method of application, ventilation and the condition of the workspace. Pay close attention to tasks that create airborne contamination, such as spraying, decanting, mixing, cutting or sanding.
The assessment should answer practical questions a supervisor can act on. Is a less hazardous product available? Can the task be eliminated or completed off-site? Is a closed dispensing system possible? Does local exhaust ventilation need to be used? What personal protective equipment is required, and is it compatible with the task?
Control measures should follow the hierarchy of control. Elimination, substitution and engineering controls generally provide stronger protection than relying on people to wear gloves or remember a procedure. PPE has a role, but it should not be the only control where exposure can be reduced at source.
Turn assessment findings into controlled work
An assessment has no operational value until its actions are assigned and completed. Each required control should have a clear owner, due date and evidence of completion. That might include fitting splash guards, replacing an unsuitable chemical, labelling secondary containers, installing a dosing unit, arranging a ventilation test or updating a cleaning method statement.

The controls also need to be available where work happens. Paper copies in a remote office and safety data sheets buried in a shared drive do not help a night-shift cleaner or visiting contractor. Make the latest task instructions, chemical information and emergency actions accessible on site, ideally through a controlled mobile view or QR code at the point of use.
Emergency arrangements should be proportionate to the hazard. They may include spill kits, eyewash provision, first-aid arrangements, isolation procedures and clear escalation routes. Check that site teams know what to do after a spill or exposure, not merely where the assessment is stored.
Connect COSHH controls to people, assets and locations
COSHH assessments often fail because their related evidence sits in separate systems. Training records are held by HR, ventilation maintenance is tracked by facilities, chemical lists are maintained locally and risk assessments sit in folders. During an audit or incident review, someone has to piece the story together manually.
A stronger process connects the assessment to the location, the people authorised to do the work, the training they need and the equipment that makes the control effective. If a task depends on local exhaust ventilation, link the assessment to that asset and its inspection schedule. Under COSHH, LEV requires thorough examination and testing at least every 14 months, with some specified processes requiring more frequent examination.

Training should explain the local procedure, not just the meaning of hazard symbols. A short practical briefing may be more useful than a generic course when a new product, dispenser or method is introduced.
For contractors, confirm competence and share the applicable controls before work begins. Their own risk assessment and method statement may be necessary, but it does not remove the site's responsibility to manage the substances and conditions under its control.
Set review triggers instead of relying only on annual dates
A review date is necessary, but it is not enough. COSHH assessments must be reviewed when there is reason to suspect they are no longer valid or when there has been a significant change in the work. Waiting for an annual review can leave controls out of date for months.
Set automated review triggers for changes such as a new supplier, revised safety data sheet, altered product concentration, relocation of a task, equipment failure, increased usage, workforce changes, an incident or evidence of ill health. If a supervisor reports that staff are not following the procedure because it slows the job down, treat that as a control failure to investigate, not simply a behaviour problem.
Planned checks provide another line of assurance. Site inspections can verify chemical storage, labels, segregation, access controls, spill equipment, PPE availability and whether local procedures are being followed. Record findings against the assessment or location, assign corrective actions and retain the completion evidence. This demonstrates that controls are active, not theoretical.
Build an audit trail that answers the obvious questions
When an inspector, client or senior leader asks about a hazardous substance, the organisation should be able to answer quickly: What is it? Where is it used? Who may be exposed? What controls are required? Have users been trained? Are control measures maintained? When was the assessment last reviewed? What changed after the last inspection or incident?
