Activity assessed
Identify and assess windows and transparent or translucent surfaces in walls, partitions, doors and gates, including their condition, location, use and exposure to impact, then record existing controls separately from proposed safety material, protection, marking and remedial measures. Applicability remains limited to relevant school premises and features.
Assess each hazard and its controls against your site before use. Template ratings require local review.
Hazards and controls
Breakage of a window or other transparent or translucent surface in a wall, partition, door or gate could expose people to sharp or falling fragments and impact-related injury.
- Existing controls
- Record any safety material, protective measure, inspection arrangement, restriction or other control that is confirmed at the assessed location. Do not treat the presence, condition or effectiveness of a control as confirmed without site evidence.
- Proposed controls
- Where applicable, arrange for the surface to be made from safety material or protected against breakage. Record the selected measure, its location, responsible person, target date and completion evidence. Restrict access or use pending remedial action where the condition presents an immediate concern.
Local assessment and additional controls
People may collide with transparent or translucent panels in doors or gates, particularly where movement, visibility, opening direction or traffic routes increase the potential for impact and breakage.
- Existing controls
- Record any confirmed door or gate controls, including existing safety material, protective features, visibility arrangements, access management or inspection arrangements. Record gaps and uncertainties separately from confirmed controls.
- Proposed controls
- Where applicable, provide safety material or protection against breakage and ensure the surface is appropriately marked. Consider access, movement patterns, opening direction and visibility when specifying remedial measures. Record any temporary restriction required until the measure is implemented.
Local assessment and additional controls
People may walk into or fall against transparent or translucent surfaces in partitions or walls, causing impact, breakage or injury.
- Existing controls
- Record any confirmed partition or wall controls, including safety material, protective measures, markings, furniture layout controls or local access arrangements. Do not assume that an unmarked or apparently intact surface is safe material.
- Proposed controls
- Where applicable, use safety material or protection against breakage and provide appropriate marking to make the surface distinguishable. Review nearby activities, circulation and furniture placement and record any changes or protection required.
Local assessment and additional controls
Balls, equipment, play, practical activities or other foreseeable school activities may strike transparent or translucent surfaces and cause breakage or injury.
- Existing controls
- Record any confirmed activity controls, including restrictions, supervision, equipment placement, protective measures or arrangements for reporting damage. Do not infer that activities are controlled without evidence.
- Proposed controls
- Where applicable, protect surfaces against breakage or relocate, restrict or manage activities and equipment that could strike them. Ensure relevant staff and pupils receive proportionate information about restrictions. Record the basis for any decision that a surface or activity is not applicable.
Local assessment and additional controls
Existing cracks, chips, loose components, failed fixings or other deterioration may reduce the ability of a transparent or translucent surface to withstand impact or may create falling or sharp-fragment hazards.
- Existing controls
- Record the observed condition only where inspected, together with any existing isolation, repair, replacement, inspection or reporting arrangements that are evidenced.
- Proposed controls
- Arrange competent assessment, repair or replacement where damage or deterioration is identified. Isolate or restrict the affected area where necessary until the condition has been addressed. Record completion evidence and any required follow-up inspection.
Local assessment and additional controls
A transparent or translucent surface that is not readily distinguishable may be overlooked, increasing the likelihood of collision and breakage.
- Existing controls
- Record any confirmed markings, contrast features, visibility arrangements or other controls at the assessed surface. Do not assume that markings are appropriate, visible or maintained without inspection.
- Proposed controls
- Where applicable, provide appropriate marking so that the surface is readily distinguishable in its setting. Specify the location and nature of the marking, check that it remains visible during normal use and record any maintenance requirement.
Local assessment and additional controls
Following breakage, fragments or parts of a transparent or translucent surface may fall or remain in a location where pupils, staff, visitors or contractors can contact them.
- Existing controls
- Record any confirmed arrangements for making the area safe, preventing access, reporting breakage, clearing fragments and obtaining repair or replacement.
- Proposed controls
- Establish a location-appropriate response for suspected or confirmed breakage, including stopping use where necessary, preventing access, arranging safe removal and obtaining suitable repair or replacement. Record responsibilities, escalation arrangements and evidence of close-out.
Local assessment and additional controls
Relevant windows and transparent or translucent surfaces may be missed from the assessment, leaving unassessed breakage, impact or marking risks.
- Existing controls
- Record the areas, buildings, rooms, routes and features actually inspected, together with any available asset or inspection records. Mark locations not inspected, inaccessible or outside the assessment scope as requiring follow-up rather than assuming they are satisfactory.
- Proposed controls
- Use a systematic survey of applicable windows and transparent or translucent surfaces in walls, partitions, doors and gates. Record each relevant location, its use, condition, safety material or protection status, marking status, required action, responsible person and review date. Reassess after relevant alteration, damage, change of use or other identified trigger.
