School RIDDOR Reporting Procedure

To provide a procedure for assessing whether an accident or incident may fall within applicable RIDDOR reporting requirements, assigning responsibility, preparing a submission where required, and retaining the decision and submission evidence.

This procedure applies where a school or another person within the scope of RIDDOR is considering whether an accident or incident may meet the statutory reporting criteria. It is intended for use by [responsible person role] at [school name].

1. Record the incident

Record the incident details, including what happened, when and where it happened, the people involved, and the immediate circumstances known at the time.

Record the name of the person responsible for the initial assessment as [assessor name] and the date of the assessment as [assessment date].

2. Assess whether RIDDOR may apply

Consider whether the accident or incident falls within the applicable RIDDOR reporting requirements. Detailed reporting thresholds must be checked against the current RIDDOR requirements before a decision is made.

The assessment must identify whether the school, an employer, a self-employed person, a person in control of premises, or another person within the scope of RIDDOR has the relevant reporting responsibility for the incident.

Record the assessment outcome as [riddor assessment outcome] and document the reasons for the decision.

3. Escalate the decision

Escalate the assessment to [escalation role] where the reporting responsibility, applicability of RIDDOR, or relevant statutory criteria is uncertain.

Record the responsible-person decision, including the decision-maker, decision date, and any escalation undertaken.

4. Prepare and make the submission where required

Where the assessment determines that the accident or incident falls within the applicable RIDDOR reporting requirements, prepare and submit the required report through the applicable reporting process.

Record the submission date as [riddor submission date] and retain a copy of the submitted report or other submission evidence.

Where the assessment determines that a report is not required, retain the assessment and the reasons for that decision.

5. Retain the decision and submission evidence

Retain the incident details, RIDDOR applicability assessment, responsible-person decision, escalation evidence, submitted report where applicable, and submission date in [riddor record location].

The record must make clear whether a report was submitted and, where it was submitted, the date of submission.

Responsibilities

The person assigned as [responsible person role] coordinates the assessment and ensures that the decision and any submission evidence are recorded. The person identified as [decision maker role] confirms the responsible-person decision where escalation is required.

Employers, self-employed people and those in control of premises have a duty to report some accidents and incidents at work under the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR).
