School RAAC Identification and Escalation Procedure

To provide schools in England with a clear process for recording concerns about possible reinforced autoclaved aerated concrete (RAAC), using visual identification guidance, obtaining confirmation from a suitably qualified building professional, and contacting the Department for Education customer help portal when RAAC is confirmed or advice is needed.

School RAAC Identification and Escalation Procedure

This procedure is conditionally applicable to maintained schools and academies in England where there is a concern that RAAC may be present in roofs, floors or walls. It does not assume that RAAC is present at any particular school.

1. Record the concern

When a concern about possible RAAC arises, record it for [school name] and identify the relevant [building or area]. Record the concern clearly, including the location and the reason that RAAC may be present.

Keep the concern record with the school estate information so that the status can be tracked as concern identified, RAAC confirmed by a suitably qualified building professional, RAAC not identified, or status not established.

2. Use the identification guidance

Use the Department for Education identification guidance to help identify RAAC from a visual inspection of the relevant buildings. A visual inspection is used to help identify possible RAAC and does not by itself confirm that RAAC is present.

Record the outcome of the visual inspection or identification assessment against the original concern.

3. Obtain professional confirmation

Where RAAC may be present, engage a suitably qualified building professional to confirm whether RAAC is present. Record the professional’s confirmation and update the concern status accordingly.

Do not record RAAC as confirmed unless confirmation has been provided by a suitably qualified building professional.

4. Refer to the Department for Education

Contact the Department for Education customer help portal if RAAC is confirmed on the school estate by a suitably qualified building professional. Contact the portal also when the school has questions about RAAC or needs advice.

Record the referral and any response received with the relevant concern and professional confirmation records.

5. Close or retain the concern record

Retain the concern record, the visual inspection or identification assessment, the suitably qualified building professional’s confirmation where obtained, and communications with the Department for Education customer help portal where RAAC is confirmed or advice is requested.
