School premises access and barring procedure

This procedure is for use by maintained and academy primary and secondary schools in England. A school may incorporate it into its school security plan or use it as part of another relevant plan or procedure.
Purpose and scope
The procedure sets out arrangements for controlling access to [school name] premises and for making, communicating and managing decisions to bar individuals where appropriate.
Responsibility
The person responsible for applying this procedure is [responsible role]. The role authorised to make or confirm a decision to bar an individual is [decision maker role].
Controlling access to the premises
Access to the school premises should be controlled in accordance with the arrangements set out in [access control arrangement]. Staff who need to apply or support those arrangements should use the current instructions issued by [responsible role].
Considering a barring decision
Where barring an individual from the school premises is considered appropriate, the concern and proposed action should be referred through [decision route] to [decision maker role].
The decision-maker should record the decision, the date it takes effect, the premises or access covered, and any conditions or review arrangements in [barring record].
Communicating a barring decision
A confirmed decision to bar should be communicated to the individual through [communication route] and to the staff who need the information to control access through [staff communication route].
The communication should identify the decision, when it takes effect, the access to which it applies, and the contact point for questions: [contact point].
Managing the decision
The person responsible for this procedure should ensure that the current decision is available to those responsible for controlling access and that superseded information is withdrawn from use.
Any change, withdrawal or review of a barring decision should be handled through [decision route] and recorded in [barring record].
