This plan applies where asbestos or presumed asbestos is present or may be present in the school buildings. Where the presence or extent of asbestos has not been established, the arrangements in this plan remain conditional and must not assume that asbestos is absent.
Plan ownership and responsibilities
The person with overall responsibility for this plan is [amp responsible person]. The person responsible for maintaining the asbestos register is [asbestos register owner]. The person responsible for coordinating relevant work and contractor information is [works coordinator].
Current contact details for responsible people and organisations are recorded in [amp contact record]. These details are kept current as part of the plan review.
Asbestos register
The asbestos register records the locations and condition of asbestos or suspected asbestos in the school buildings. The current register is held at [asbestos register location] and the emergency-services copy is available at [emergency register location] without requiring access to the building.
Where information about the presence, location or extent of asbestos is uncertain, the uncertainty is retained in the register and related work arrangements until the information is established.
Condition information and inspections
Where asbestos-containing or presumed asbestos-containing materials remain in the buildings, regular inspections are arranged to check their condition. Inspection results are recorded in [asbestos inspection record].
Damage or deterioration identified during an inspection is reported to [condition escalation contact] and recorded with the associated action in [asbestos corrective action record]. The plan is updated where the condition, controls or arrangements change.
Work and disturbance controls
People must not carry out work that may disturb asbestos or suspected asbestos unless the relevant information and arrangements have been considered. Work that may disturb materials identified in the asbestos register is coordinated by [works coordinator].
Contractors and others undertaking work in the school are provided with relevant asbestos information. Contractor arrangements, including the information supplied before work starts and the applicable training arrangements, are recorded in [contractor asbestos record].
Information for staff, visitors and community users
People who use or work in the building are informed about relevant asbestos locations, the work they must avoid and what to do after accidental damage. Information for staff is provided through [staff information route].
The arrangements for informing parents, carers and visitors are set out in [visitor information arrangement]. Controls for out-of-hours or community use of the buildings are set out in [community use arrangement].
Accidental damage and emergency arrangements
If asbestos or suspected asbestos is accidentally damaged, people must follow the school’s accidental-damage arrangements in [accidental damage procedure] and contact [emergency asbestos contact]. The event and resulting actions are recorded in [asbestos incident record].
Information about the location and condition of asbestos or suspected asbestos is made available to emergency services through an up-to-date copy of the asbestos register. The arrangements for providing this information are recorded in [emergency services arrangement].
Records and corrective actions
The school retains the current asbestos register, this plan, condition information, inspection records, communication records, contractor arrangements, emergency arrangements and corrective-action records in [amp records location].
Identified changes or shortfalls are recorded, assigned to [corrective action owner] and tracked through [corrective action record] until the relevant arrangement has been addressed.
Review of the plan and register
The asbestos register and this plan are reviewed at least annually where they are in use. The review checks that the information is accurate, responsibilities and contact details remain current, the arrangements are being effectively applied, regular condition inspections are taking place where applicable, and the arrangements remain current, relevant and effective.
Following the review, identified changes or shortfalls are addressed. Changes to the asbestos register or this plan are communicated to all staff through [staff change communication route].
