School Asbestos Incident RIDDOR Assessment Procedure

Purpose and applicability
Use this procedure where an asbestos incident may have resulted in the release of asbestos fibres and may meet the reporting conditions under the Reporting of Injuries and Dangerous Occurrences Regulations 2013 (RIDDOR).
This procedure is applicable to primary and secondary schools in England, including maintained schools and academies, where the incident is within the scope described above.
Assessment
Assess whether the asbestos incident may have resulted in the release of asbestos fibres and whether it meets the applicable RIDDOR reporting conditions.
Where the assessment indicates that the incident meets the applicable RIDDOR reporting conditions, report it to the Health and Safety Executive (HSE).
If the position is uncertain
If it is unclear whether RIDDOR applies, seek professional advice or contact HSE before deciding how the incident is to be treated.
Recording
Record the assessment decision, the basis for the decision, any advice sought and any report made in the school’s incident records. Where a report is made to HSE, retain the submission reference or confirmation with the associated incident and investigation records.
