School Asbestos Capital Funding Assessment

Use this guidance where your school is considering asbestos removal, asbestos encapsulation or associated building-condition works. It supports a documented assessment of whether available school-building capital funding may be relevant to the proposed works.
1. Establish the assessment
Record the school name as [school name], the responsible body as [responsible body], and the assessment date as [assessment date]. Identify the person responsible for the assessment as [assessment owner].
Describe the asbestos removal, encapsulation or related condition works under consideration, including the affected building or area, as [proposed works description].
2. Consider whether capital funding is relevant
Capital funding is allocated to maintain and improve the condition of school buildings, including removing or encapsulating asbestos, where appropriate. Consider whether the proposed works fall within that purpose and whether available school-building capital funding is relevant to the project.
Record the outcome of the assessment as [funding relevance decision] and explain the reasons for that outcome in [funding relevance rationale].
3. Define the proposed works and cost
Record the anticipated scope, sequencing and intended outcome of the works in [works scope and outcome]. Record the estimated project cost as [estimated project cost] and state the basis or assumptions used for the estimate in [cost estimate basis].
Where associated building-condition works are included, distinguish them from the asbestos-related works in [associated condition works].
4. Identify the funding route
Record the funding route being considered as [funding route]. If more than one route is being considered, describe each route and its relationship to the proposed works in [funding route options].
Information about capital funding is available through the relevant school capital funding information. Record the information considered and the date it was reviewed in [capital funding information reviewed].
5. Record any application or decision
If a capital-funding application is made, record the application reference as [funding application reference], the submission date as [funding application date], and the submitting organisation or person as [funding application submitter].
Record the current application or funding decision as [funding application decision] and summarise any conditions, limitations or next steps in [funding decision details]. Do not describe the works as funded or approved unless that decision has been recorded.
Where serious building issues cannot be managed by the responsible body, additional support may be provided on a case-by-case basis. If this is being considered, record the circumstances and current position in [additional support position].
6. Keep the assessment current
Update the assessment when the proposed works, estimated cost, funding route, application status or decision changes. Record the next planned review date as [next review date] and the person responsible for updating the assessment as [assessment review owner].
