Local-authority weekly leavers and cross-border attendance procedure

To provide a procedure for local authorities in England that use the leavers-not-on-roll download and/or have pupils whose home and school local authorities differ. It supports the review of weekly information about compulsory-school-age pupils who have left a school and are not recorded as enrolled elsewhere, appropriate cross-checks and reasonable enquiries, and coordinated attendance support for relevant cross-border cases.

1. Applicability

This procedure applies conditionally to a local authority in England that uses the leavers-not-on-roll download and/or has pupils whose home and school local authorities differ.

The leavers-not-on-roll data is not a list of children missing education. It may support usual checks and reasonable enquiries to identify and locate suspected children missing education.

2. Weekly leavers review

Requirement LA-01 — Review the weekly data

Where the local authority uses the leavers-not-on-roll download, receive and review the weekly data on compulsory-school-age pupils who have left a school and are not recorded as enrolled elsewhere.

Requirement LA-02 — Cross-check information held

Cross-check the weekly data against information already held by the local authority, including records of children who are home educated or who have left the country, where relevant.

Requirement LA-03 — Make reasonable enquiries where appropriate

Where the checks indicate that further action may be appropriate, use the available information to support reasonable enquiries to identify and locate a suspected child missing education.

3. Cross-border attendance

Requirement LA-04 — Identify relevant cross-border cases

Where a pupil’s home local authority and school local authority differ, treat the case as a relevant cross-border case for the purposes of attendance support and responsibility review.

Requirement LA-05 — Work with the other local authority

The home and school local authorities should work together to support the pupil with school attendance.

Requirement LA-06 — Review responsibilities

For relevant cross-border pupils, review the responsibilities of the home and school local authorities and coordinate attendance-support activity in a way that reflects the responsibilities of both authorities.

4. Conditional operation

Requirements LA-01 to LA-03 apply only where the local authority uses the leavers-not-on-roll download. Requirements LA-04 to LA-06 apply only to relevant cases in which the pupil’s home and school local authorities differ.
